Warrior Battalion JROTC Procedures:

An Overview 

_______________________________________________________________

 

 Purpose. This Warrior Battalion booklet is provided in order to assist you with the operational and administrative requirements of the cadet battalion.  All cadets must become well versed with the requirements listed within this text.

 

Mission. To motivate young people to be better citizens. The Warrior Army Junior ROTC program provides a unique educational experience for students through their participation in a federally sponsored course on leadership.  As a cadet you will acquire an understanding of the fundamental concepts of leadership, the application of leadership, our governmental system, history, and many other ¡§life-skill¡¨ lessons. JROTC assists in the total development of high school students so that they become responsible and ready citizens!

 

Objectives. The program will offer you the challenge of intellectual inquiry under the direction of experienced instructors. The cadet battalion provides an atmosphere designed to develop the qualities of leadership. Through classroom and many other instructional activities, you may acquire the knowledge, self discipline, patriotism, and a sense of responsibility which will assist you in better serving your country as a leader either in a civilian or military occupation.

 

Key Program Objectives:

            (1) Provide and encourage good citizenship & strengthen self-esteem.

(2) Develop leadership potential & Improve physical fitness.

(3) Promote high school completion & incentives to live drug free.

(4) Enhance life skills: Math, English, & Science.

 

Military Staff: The faculty members assigned to the WIHS JROTC program are retired Army personnel known as the military staff, and are headed by an officer with the title of Senior Army Instructor (SAI). Acting in a dual capacity, the SAI is responsible to the U.S. Army for training and the school principal for the administration of the JROTC program to include training and discipline. All policies governing the JROTC program are approved by the principal of WIHS. The SAI and Army Instructor (AI) are also responsible for the administration and logistics of the program.  As teachers and mentors, both instructors are essential to the program¡¦s success.

 

JROTC Training Course.    The major objective is to lay the foundation for citizenship.  All cadets will receive military instruction as part of their high school curriculum. There will be a mix of classroom and hands-on activity. Cadets are expected to be present for all scheduled instruction and/or training.  Wherever possible, the "learning by doing" method of instruction is stressed.

 

Warrior Battalion JROTC Procedures:

Battalion Structure, Promotions, Standards, Expectations

The Cadet Battalion   The Warrior Battalion is organized to achieve as much leadership realism as possible. The curriculum provides the cadet with an opportunity to put into practice the theory taught in the classroom. The Warrior Battalion replicates a typical Army organization.  The leadership positions are similar to those that would be found in an Army unit. Warrior Cadets command the various units of the battalion with the cadet staff acting in a supervisory and advisory capacity.

 

Organization. The Cadets are organized as a battalion with the following:

(1) Battalion Headquarters.

(2) Companies B, C, D (2st-4rd periods respectively).

 

The battalion is commanded by a Cadet Lieutenant Colonel. This Cadet has a staff comprised of an Executive Officer (XO), an Adjutant (S-1), an Intelligence Officer (S-2), an Operations and Training Officer (S-3), a Supply Officer (S-4), a Special Projects Officer/Public Affairs Officer (S-5) and a communications officer (S-6) . Each of the three companies is commanded by a Cadet Captain and each of the platoons within the companies is commanded by Cadet Lieutenants. Various noncommissioned officer (NCO) positions are within each of the three companies.

Method of Appointment of Rank and Duty Positions:

A first year Cadet may be promoted up to the rank of Corporal. A Cadet must pass all military subjects with at least a 85%, demonstrate his or her ability to do the job, and meet the necessary promotion requirements. The Cadet must have cleared all (if any) demerits before being recommended for promotion. Promotion through the rank of corporal is based on recommendations by the Cadet/instructor chain of command and approval by the SAI/AI.

 

Promotions from sergeant through first sergeant are based on the recommendations of the chain of command, achieving necessary promotion requirements, and SAI/AI approval (see the attached Cadet Activity Worksheet worksheet). Cadets are selected for promotion based on available promotion slots and their standing. The SAI and/or AI will approve promotions.

 

The Cadet Battalion Staff, the Battalion Sergeant Major, Executive Officer, and Battalion Commander will be selected by the SAI based on overall school and JROTC performance, and the other requirements as listed above.

 

A Second year Cadet may be promoted up to First Sergeant.

A Third Year Cadet may be promoted up to Captain.

Promotions are based on the recommendations of the chain of command, meeting the necessary promotion requirements, and SAI/AI approval. The SAI and/or AI will approve all promotions. All Ranks not given by the SAI or AI must go through the Promotion Board.

 

Fourth year Cadets do not automatically become officers. They must earn and qualify for the rank of a cadet officer. Some of the criteria for officer promotions includes, but is not limited to the following:

 

Attendance at a JROTC summer camp

Good merit record

Interest in and participation in JROTC & JROTC activities

Good academic grades in JROTC and school

Clean conduct record

Demonstrated dependability

Knowledge of drill and ceremony and/or staff position

Attendance record

     Completed all requirements as a LET 2

 

Promotion Board Procedures:

Promotion will be conducted in accordance with the procedures listed below:

 

The Cadets will keep their Cadet Activity Sheet in their Portfolios and will have time to update them weekly.

 

Once it is time to hold a promotion board the Company First Sergeant will collect the cadet activity worksheets from those being considered for the board.

 

The Cadet¡¦s Company First Sergeant will forward the Cadet¡¦s promotion worksheet to the Cadet Battalion Command Sergeant Major for inclusion into the next promotion board.

 

Promotion board will meet twice a semester on the dates posted on the battalion calendar.

 

The board will consist of the Battalion Command Sergeant Major, the Cadet¡¦s First Sergeant and/or Company Commander.  The AI will be a part of the promotion board.  Each member of the board will have a vote.  A majority of votes is required.  The AI will have the final say in all promotions. Promotions will be effective immediately upon approval of the promotion board.

             

As a general rule Cadets returning for their second year will start off at the rank they earned their first year.

The Honor Code -  ¡§I do not lie, cheat, steal, or tolerate those who do.¡¨

 

The Honor Board -  The honor board is composed of:

 

The Honor Board President ¡V Makes final decisions in all areas of the Honor Board, unless consulting with the Cadet Battalion Commander for final disciplinary actions against cadets.  The President runs all Honor Board processions, and is the deciding vote in case of a tie when voting on final disciplinary action.  The President is responsible for reporting all Honor Board decisions to the Cadet Battalion Commander, and is also responsible for the carrying out of all approved disciplinary actions by either delegating to the Company Commanders, handling it personally, or giving it over to the SAI/AI in severe cases. 

 

Bravo, Charlie, and Delta Company Executive Officers ¡V These three compose the remainder of the Honor Board, and are responsible for reporting offenses and obtaining the list of cadets from their own company who must go in front of the Honor Board.  They consult with the Honor Board President during Honor Board processions, and each have a vote on the disciplinary actions to be taken against each cadet.  If they can¡¦t make it to the Honor Board, it is up to them to inform their Company Commander and the Honor Board President and have a substitute selected.  The substitute must be either the Platoon Leader of the Cadet in question or the Company First Sergeant.  The Company Commander should not have to attend Honor Boards due to their very busy schedules and the need to manage other company affairs.  Each Company Executive Officer is the Discipline Officer of their company.

 

The Honor Board Process:

 

The Honor Board process begins with the Company Executive Officer obtaining a list of any cadets that he/she and the Company Commander feel deserves disciplinary action.  This list is then brought to the Honor Board President for review and final approval.  All selected cadets will face the Honor Board before school, in uniform, on the Wednesday of every second week.  Honor Board processions shouldn¡¦t last more than 5 minutes per cadet, including the voting on action to take.  Cadets will formally knock, enter, and introduce themselves to the Board.  After taking his/her seat, the cadet will hear why they are being brought before the Board, and will then have a chance to explain their side of the story.  Cadets will receive benefit of the doubt if there isn¡¦t evidence beyond a reasonable doubt that they were in the wrong.  The cadet(s) will then be asked to leave the room while the Board deliberates a final action to take.  The cadet will then be informed of the Board¡¦s decision, and the action will be taken during Friday¡¦s Physical Training session, or during class if time is available.  All actions will be approved by the Cadet Battalion Commander and are final.  Actions taken will be for positive reinforcement, and may include demotions, which must be approved by the SAI/AI and the Cadet Battalion Commander.  The specific actions are set by the SAI/AI.

 

NOTE ¡V Any illegal, dangerous, or severe acts will most likely be handled immediately by the School and the SAI/AI, not the Honor Board.

NOTE ¡V If any Cadet fails to report a possible offense to their Company Executive Officer, they will also face the Honor Board on the basis of Moral wrongdoing.

NOTE ¡V Company Executive Officers have the right to report any Cadet, regardless of rank.

 

Disenrollment: Students will be disenrolled from JROTC when the Cadet:

- Shows inaptitude for training as demonstrated by a lack of adaptability

- Fails to maintain an acceptable standard of academics or conduct.

- Shows undesirable traits of character as demonstrated by cheating on

examinations; stealing; unauthorized possession or use of habit forming drugs;

conviction for commission of a felonious act; frequent incidents of a discreditable

nature with civil or school authorities; or similar acts.

- Shows indifference to, and lack of interest in training as demonstrated by frequent absences from class or multiple demerits, or similar acts.

 

Classroom Rules and Expectations:

- Be prepared everyday & be courteous and professional

- Bring the following to class:  #2 pencil and / or ink pen & ROTC portfolio.

- Stand by your seat at the position of attention when the tardy bell rings.

- Hats off in the classroom and the JROTC office.

- No sleeping.  If you are tired ask to stand in the rear of the classroom.  If caught

  Sleeping the Cadet will stand for the remainder of the class.

 -No making disruptive sounds, gestures or conducting personal grooming. 

- When changing out of your PT gear all cadets are forbidden from using any   

   form/type of spray-on deodorant or perfume while in the open changing area.

- Follow the orders of senior cadets.

- The JROTC may not be used as your locker.  Take all clothing with you. 

- Electronic devises (Cell phones, MP3 style players, etc) will not be used before, 

  during, or after class.   

- No eating, drinking, or gum in the classroom. No eating in JROTC during lunch.

-  In JROTC classes, drill, and other JROTC activities, cadet officers will

be addressed as "Sir" or "Ma'am" and will be accorded salutes and courtesies by their juniors. Cadet NCOs will be addressed by their rank, and all others will be addressed as "Cadet". The exchange of salutes and other military courtesies are required at all times when cadets are present in JROTC areas (classrooms, drill field, formation areas). Saluting is not required outside of the JROTC area.

 

JROTC Co/Extracurricular Activities: +The Warrior Battalion has many activities outside the regularly scheduled hours of instruction. These activities are planned to provide additional training, as well as recreation. Insofar as schedules permit, you are urged to take an active part in these activities. You will find that JROTC activities are both official and social. Selection for Teams: Members of the extracurricular teams are all volunteers. Only the very best are selected to represent Warrior JROTC and the school in such activities as the Drill Team, Color Guard, Rifle Team, and Raiders. If you are not selected for one of these teams, do not be discouraged. Keep working to improve your military skills and you may be selected at a later time.

 

Official/Social Activities: Throughout the year there are other activities open to all cadets such as: Ski trips, hikes, college visits, swimming parties, etc. These activities are voted on and arranged by the cadets and the JROTC Parent¡¦s Group.

 

Air Rifle Marksmanship Team/Fall Semester: The Air rifle team is formed early in the school year. The members are all volunteers and participate in match shooting.

 

Color Guard/All Year: The JROTC Color Guard is formed from exceptional cadets and represents the Cadet Battalion and the school at many formations, reviews, athletic events, and civic events throughout the year.

 

 

Drill Team/Spring semester: Members are selected from volunteers each year and the team participates at school, civic, and competitive events.

 

 

Warrior Battalion Military Ball: All JROTC cadets are expected to attend. This is a formal dinner followed by dancing.

 

Parades: All members of the battalion are expected to participate, and will receive a parade ribbon for their participation.  The Statesville Parade and Troutman parade are currently our only parade during the school year.

 

Raider Challenge/Fall event: A group of cadets who train during the Fall in preparation for regional competitions. This is rigorous and strenuous training that requires Cadets to stay in outstanding physical shape throughout the school year.

 

Orienteering Team/Fall Event: A group of cadets who train in the fall in preparation for regional competitions. This is rigorous and strenuous training that requires Cadets to stay in outstanding physical shape throughout the school year.

Uniforms, Inspections, Awards, Supply

Cadet Regulations:

Appearance: The Warrior Battalion is a uniformed organization. Therefore, a neat and well groomed appearance by Cadets is fundamental to contribute to building pride and essential to an effective unit. It is the responsibility of Cadet leaders to insure that Cadets under their duty command present a neat, well-groomed appearance, and it is the duty of each Cadet to take pride in his/her appearance at all times, as each is representing the whole battalion.

 

West Iredell High School JROTC Uniform Policy

Cadets will wear the JROTC uniform with pride and respect at all times. Cadets

are subject to all rules and regulations regarding the proper wear of the JROTC

uniform.  One formal inspection will be conducted each week; however, a cadet may be inspected informally anytime they are wearing their uniform. Points will be added or subtracted from their weekly formal inspection score based upon these informal inspections.

 

On the designated uniform day cadets must be in uniform before the tardy bell

rings, and must remain in uniform until the last bell of the school day -- unless

they have permission from their JROTC instructor to change. If a student is absent on the designated uniform day they will wear their uniform on the first day that they return to school. No excuses will be accepted for not being in uniform on the designated day! If a cadet does not wear their uniform or wear it properly on the designated day they will receive a grade of ¡§No Uniform Credit.¡¨

 

No Uniform Credit:

 Cadets will receive a grade of ¡§No Uniform Credit¡¨ for the following (The

specific items listed below may change at any time as directed by the SAI):

 

- ƒnNot wearing the uniform on the designated uniform day

- ƒnChanging out of the uniform without permission on uniform day

- ƒnMixing military with civilian clothing (see exceptions)

 

ƒnHair:

- Male: braids/cornrows/dreadlocks/designs/unnatural coloring

- Female: dreadlocks/beads & bands/unnatural hair coloring

 

ƒn- Consistent poor appearance: to include, but not limited to repeat

occurrences of facial hair, sideburns, haircut, unable to wear

headgear due to hairstyle, jewelry, unauthorized lipstick colors,

designer fingernails and/or unauthorized colors, etc.

 

The first time a Cadet receives a grade of "No Uniform Credit" they will receive

a zero for that inspection grade.

 

- ƒnThe second time a Cadet receives a grade of ¡§No Uniform Credit¡¨ they will

recieve a zero inspection grade and will have to go in front of the honor board.

 

- ƒnThe third time a Cadet receives a grade of ¡§No Uniform Credit¡¨ they will fail the

semester and be directed to turn-in all uniforms. These Cadets will be

disenrolled from JROTC and participation in all JROTC extra-curricular

activities.

 

 

 

Inspection Grading.  The following specific items and scores may change at any time as directed by the Senior Army instructor. The following grading system will be used for formal and informal inspections* (The comments provided in parenthesis are guides for the inspector: they are not all inclusive):

 

Male:

-25 Unauthorized facial hair

-25 Hair (haircut/unnatural color/designs/braids/cornrows/dreadlocks/fad style)

-25 Sideburns (length/appearance)

-15 Dirty shoes (stains/dirt/edges need cleaning and polish)

-15 Headgear missing

-15 Belt buckle (not shined)

-10 Unauthorized jewelry (per piece) (watches allowed)

-10 Black socks (missing/not black)

-05 Tie (dirty or missing)

-05 Nametag (centered on right pocket flap)

-05 Star (centered 1/8¡¨ above top of right pocket or 1/4" above drill ribbons)

-05 Unit crest (centered 1/4¡¨ above Star)

-05 Drill ribbons (serviceable and centered 1/8" above top of right pocket)

-05 Ribbons (serviceable and centered 1/8¡¨ above top of left pocket)

A Cadet will be expected to devote wholehearted efforts to perform DUTY to the best of his/her ability. They should strive for excellence at all tasks assigned to standard no matter how small or trivial it may seem. A Cadet will maintain his HONOR above reproach at all times. This means maintaining the highest standards of conduct at all times; being honest and honorable in his/her dealings with everyone.

 

Military Discipline and Courtesy: Military discipline is the state of order and obedience among military personnel resulting from training. Discipline is demonstrated by smartness of appearance and actions, cleanliness of person, neatness of dress, and respect for those who are senior to you in age or rank.  Cadets are expected to be leaders among their peers and, by their high standards of conduct, set the example that others will follow.

 

 

Uniform: Wearing the Uniform: The uniform is a symbol of a proud and honorable profession. As a JROTC Cadet, you are expected to maintain high standards in both personal appearance and military bearing. Being properly uniformed is a large part of the image you project to all those with whom you come in contact. When you are in uniform, you must remember that you represent your unit, the Army Junior ROTC, and West Iredell High School.

 

Whenever the uniform is worn, it will be clean and neatly pressed, fully

buttoned, with shoes shined and insignias polished. It is your responsibility to keep the uniforms you are issued clean.

 

The proper headgear will be worn with the uniform when outdoors.  Cadets will wear the uniform for the entire designated uniform day and on special occasions as directed by the SAI/AI. If your uniform is unserviceable, bring the uniform to school so a member of the military staff may verify the damage and provide you with an exchange. Wearing of the uniform for other than JROTC functions must be approved in advance by the SAI

 

Uniform Exceptions:

ƒn

- ƒnOn inclement weather days a Cadet may use an umbrella, and/or wear

appropriate clothing to protect themselves and their uniform from the weather

going to and from school. However, once at school the protective clothing

must be taken off and the uniform must be worn properly with no civilian

clothing worn. [This exception does not apply during JROTC class or

activities]

 

ƒn- If while in a classroom a student becomes hot they may remove their JROTC

windbreaker or Class "A" blouse, and Switch to their Class ¡§B¡¨ uniform. However, if the Cadet leaves the room for any reason, to include lunch, they must be in

the proper uniform. [This exception does not apply during JROTC class or

activities]

 

 

 Wearing Award Ribbons, Medals, and Badges:  Ribbons representing individual awards of academic, athletic and military excellence are worn on the Army green uniform. Ribbons will be worn in the order of precedence from wearer's right to left in one or more rows either with no space between rows or a 1/8-inch space between rows.

 

 Male - Ribbons will be worn centered with the pocket button 1/8-inch above the left breast pocket in as many rows as necessary.

 

 

 Female - Ribbons will be worn centered on the left side with the bottom row positioned parallel to the bottom edge of the nameplate. The placement

of the ribbons may be adjusted to conform to individual figure difference, but not more than 2-inches above the top button on the coat.

 

 

Qualification badges.

Male - The badge will be centered from left to right on the left pocket

flap with the upper portion of the badge approximately 1/8-inch below the seam.

Female - The badge will be on the left side 1/4-inch below the bottom ribbon row.

 

Insignia. The following described insignia are authorized for wear as a part of the

Army JROTC uniform.

 

JROTC Patch - centered on the left sleeve of the coat and BDU shirt.

The top of the insignia will be 1/2 inch down from the shoulder seam.

 

West Iredell School Patch - centered on the right sleeve of the

coat and ACU shirt. The top of the insignia will be 1/2 inch from shoulder seam.

 

Insignia of Grade will be worn on the shoulders of the Class A uniform jacket and shirt using the JROTC chevron sets.

 

 

ACU Cap - Grade insignia is centered top to bottom in the middle of the cap.

All Cadets were Subdued Ranks

 

 Honor Unit Insignia -

 Male - Centered 1/8 inch above the right breast pocket(side with nametag).

 Female - Centered 1/4 inch above the nametag on the right side.

 

Academic Achievement Insignia. If worn with the Honor Unit Insignia, the

wreath will be pinned so that the star is within the wreath. The measurement used would be the same as the Honor Unit Insignia above.

 

 Shoulder Cords ¡Vare to be worn on class ¡§A¡¨ jacket. Cadets will receive the team chord once they have become a member of the team. If the cadet is no longer on the team they must turn in the chord.

 Color Guard - worn on the right shoulder, under the shoulder loop.

 Drill Team - worn on the left shoulder, under the shoulder loop.

 

Special unit designator pins - worn centered on the coats right breast pocket,

between the bottom of the flap and the bottom of the pocket. When wearing more than one, spacing will be 1/4-inch. Order of precedence, Raiders, Rifle Team, Drill Team, Color Guard, Summer Camp.

 

 Nameplate - Army Green Jacket

 Male - Centered left to right and between the top of the

Right pocket and the top of the pocket buttonhole on the pocket flap.

 

(2) Female - Centered on the right side on a line parallel, but not more

than 2 inches above the top button on the jacket.

 

 

Distinctive Unit Insignia

Male - Centered 1/8-inch above the right breast pocket, unless worn

with the Academic Wreath or Honor Unit Distinction Award then 1/4-inch above them.

Female - Centered 1/4-inch above the nameplate or when worn with

either the Academic Wreath or Honor Unit Distinction Award then 1/4-inch above.

 

JROTC Awards:  As a member of the Warrior Battalion, you have an opportunity to compete with your contemporaries for numerous awards, which recognize outstanding performance of duty, scholarship, and military skills. A point system is used, wherein such things as military scholarship, academic scholarship, academic leadership, military leadership, discipline, courtesy, character, and other consistently demonstrated qualities are evaluated.  Awards are made from two principal categories; national and Institutional. National awards are those recognized by ROTC units nationwide, and include awards by the Department of the Army and various patriotic and civic groups, such as the American Legion and Retired Officers Association. Institutional awards are made internal to WIHS. Awards may be made for either individual performance, or performance as a member of a special group.

Physical Training Uniform: The physical fitness uniform is the school PE uniform, or the battalion t-shirt and black army PT shorts. No other uniforms will be accepted. The cadet will receive a zero if they are not in proper uniform on PT days.

 

Unit Supply Procedures:

 

This SOP describes the customer service for students and cadre in utilizing the Warrior High School JROTC supply room and equipment. The uniforms and equipment of the Warrior High School JROTC program are the property of the U.S government. Uniforms and equipment are loaned to cadets for specifically authorized purposes. Cadets are charged with the responsibility of maintaining his issued equipment and clothing in the best possible state of serviceability. Cadets are authorized to use their uniform and equipment for training and other activities approved by the JROTC program and the school.  Use of uniforms and equipment for purely personal purposes is a direct violation of the trust that has been placed in you.

 

Issue Procedures:  Uniforms will be issued to cadets during the first two weeks of school during regularly scheduled classes.  Only those Cadets who meet the the standards will be allowed to keep their uniform.  During the first 2 weeks of school, Cadets will learn the basic JROTC requirements necessary to gain approval to wear the uniform.  Cadets repeatedly failing this process will not be granted the privilege of wearing the uniform.  If you are under the age of 18, your parents or legal guardian must sign a hand receipt and agreement of responsibility, which states that they will be responsible for the items of Government property issued to you. When this agreement has been returned to the JROTC Department, you will be issued your clothing and equipment.

 

All issues will be recorded in JUMS by the S4.  Cadets are required to sign this form acknowledging receipt of their issued property. The clothing record, once signed, is the official record of the clothing and equipment you are charged with, and you will be held responsible for the items listed on it.  A cadre member must initial the hand receipt prior to issuing any additional equipment to a cadet by the Cadet S4 section.

 

From time to time, a cadet will lose items of clothing and/or equipment. If this happens, immediately notify the SAI or AI and they may be issued another item. They will be required to sign for the reissue. If the lost item is found at a later date, turn in the excess item and receive credit for it. If it is not recovered the Cadet must pay for the lost item.

 

Maintenance of Uniforms and Equipment.

Minor repairs and the cleaning, pressing, and laundering of uniforms are the

responsibility of the cadet. Initial fitting and alteration costs, to include sewing on shoulder sleeve insignia, will be paid by the JROTC. Cadets may exchange, without cost, clothing equipment, which has become unserviceable through fair wear and tear (normal use).  Items of equipment and clothing, which have been damaged because of unauthorized use or through neglect, will be paid for by the Cadet.

 

Turn-In Procedures.

 All uniforms and equipment must be turned in at the end of the school year with the exception of those cadets attending Summer Camp. Those attending Summer Camp will turn in their uniforms and equipment as directed by the SAI/AI. Uniforms and equipment must be turned in prior to disenrollment from the JROTC program. Grades will not be issued to those Cadets who fail to turn in all required items.

 

All turn-in of uniforms and equipment will be recorded in JUMS by the Cadet S4 or authorized representative and a clearance hand receipt generated. Turn-in of equipment will be made to the Cadet battalion S4, their designated representative.  Turn-ins must be witnessed by either the SAI or AI prior to an adjustment in JUMS.

 

 

Secure Accounting and Management of Property:

A monthly inventory will be conducted on sensitive items and all other property. Cadets will use sign-in and sign-out procedures/ cards when using the air rifles or drill rifles.

 

Any property issued to a cadet ( or other JROTC program ) will be signed out using the cadets JUMS record update from or signed out to other programs using an Army DA form 3161
